The Emergency Rental Assistance Program (ERAP) will provide significant economic relief to assist households that are unable to pay rent and utilities due to the COVID-19 pandemic.
Seven communities that received funding for emergency rental assistance directly from the federal government opted to administer their own programs. Residents of City of Rochester and Monroe County, the City of Yonkers, Onondaga County and the towns of Hempstead, Islip and Oyster Bay must apply with their local programs for emergency rental assistance and are ineligible for assistance from the state-administered Emergency Rental Assistance Program.
An "eligible household" is defined as a renter household in which at least one or more individuals meets the following criteria:
Applications for a new, state-funded program for households with income between 80 and 120 percent AMI are now accepted through the ERAP application portal.
There are two programs an Owner may participate in: Emergency Rental Assistance Program and Landlord Rental Assistance Program.
This program will provide assistance to low and moderate income households at risk of experiencing homelessness or housing instability by providing rental arrears, temporary rental assistance and utility arrears assistance. Owners cannot apply for ERAP without the participation of their tenants. For more information, see each of the following links:
This program will provide assistance to landlords whose tenant has left an apartment in New York State with unpaid rental arrears or the landlord has a tenant with rental arrears who is residing in an apartment in New York State who refuses to apply for ERAP.
To apply for either Program, Owners must register for an account and complete a W9 form.
